The Air Force is attempting to keep the B-52 operational through 2050 with 13 modernization programs covering engines, radar, communications, weapons and crew systems. A Government Accountability Office review says 10 of those 13 efforts have cost, schedule or performance problems. The portfolio is projected at about $21 billion. Those are not merely accounting variances: the modernization schedule overlaps with the work required to keep today’s aging aircraft and engines available for missions.

The largest concern is the Commercial Engine Replacement Program. GAO says its costs increased by about $3 billion and initial operational capability slipped more than 15 months after the Air Force last analyzed production timing risks in 2023. Current plans could start engine production around the same time developmental flight testing begins. That concurrency means hardware may be built before the fully integrated aircraft demonstrates that engines, software and subsystems perform together as required.

Air Force officials recognize the risk but argue that delaying production creates another danger: the existing TF33 engines are increasingly difficult to maintain. GAO recommended delaying the production decision until a fresh analysis accounts for recent cost growth and schedule changes. The Air Force partially agreed with that recommendation and fully agreed with five others, including better digital-engineering assessments, an updated integration plan and sustainment planning that anticipates further delays.

Depot capacity is the second front. Engine replacement is estimated to require more than 23,000 labor hours per aircraft, while radar work may require 10,000 to 15,000. The Air Force plans additional hangar space, but its maintenance model depends on improved throughput. GAO also found the bomber lacked roughly one-third of its authorized support equipment as of July 2025. A modernization cannot improve readiness if aircraft wait for bays, parts or test gear.

Talon assessment: confirmed are the troubled-program count, cost growth, schedule risk and open recommendations. The claim that every upgrade has failed is false; three were not categorized that way. Disputed is whether production concurrency is safer than waiting. Unknown are final costs, test results and fleet availability during installation. Expected next are the engine production decision, updated sustainment plans and congressional oversight. Mission first requires disciplined testing—and an honest plan for the old engines while the new ones earn their way onto the wing. Readiness reporting should track aircraft availability, depot flow days and test milestones together; improving one number while another deteriorates can hide the operational tradeoff commanders actually face.
